Purpose

The Brickworks Management Association Non-Profit Company (BMA), representing property owners, aims to protect and advance the interests of members within the Precinct, now and into the future by ensuring top structure development aligns with the development vision, that public spaces are well managed, safe and serviced at a high standard reflective of a sought-after business address.

While responsible for the management of the commercial and light industrial precinct that is The Brickworks, the BMA sees the Precinct as part of the Greater uMhlanga Development Node, furthermore, is alive as to the importance of The Brickworks success to not only eThekwini Metropole but as a national test case for creating competitive precincts which also deliver on the socio-economic development imperative.

  • To control and co-ordinate the development and maintenance of all properties within the Precinct, and to ensure that all such properties are developed and maintained in such a way as to derive maximum benefit for the whole community of the Precinct.
  • To ensure that the external appearance of all buildings within the Precinct is in accordance with the high standards and ambiance the Members wish to maintain for the Precinct.
  • To promote, advance and protect the interests of Members generally and to co-ordinate with the local authority, provincial government, and all other appropriate authorities for the benefit of the Association and its Members.
  • To protect, promote and maintain essential services and amenities within the Precinct.
  • To represent the interest of its Members and to provide a united voice by which one interest may be expressed generally.
  • To collect levies and other contributions towards the funds of the Association for the attainment of the objectives of the Association or any one of them.
  • To maintain, secure where appropriate, landscape Open Space within the Precinct, which the Association may own or otherwise be responsible for and to make and enforce regulations governing the use thereof by Members.
  • To provide security for, and other services to, the Precinct.
  • To regulate the conduct of any person within the Precinct and to prevent any nuisance of any nature to any Member.
  • To impose fines and other penalties upon Members disobeying the Memorandum of Incorporation or the Rules made in terms thereof.
  • To promote and protect responsible, social and environmentally sustainable practices and policies within the Precinct (including but in no way limited to, the promotion of Broad Based Black Economic Empowerment).
  • To provide services to the Precinct and enter into Service Agreements with the eThekwini Municipality and other service providers in this regard.

Association Structure

The Brickworks Management Association (BMA) is a Non-Profit Company, which is governed by the Companies Act 2008, and whose operation is legally bound by its registered Memorandum of Incorporation (MOI).

Membership of the BMA is entrenched in the Property Sales Agreement and the Title Deed, which ensures that a property owner will automatically become a member of the BMA on transfer of a property, from which point the new owner will also become liable to BMA levies.

The BMA is administered by a non-remunerated Board of Directors, which represents and is accountable to the Members of the BMA, being property owners within The Brickworks. The BMA MOI provides for the specific responsibilities of the Board, which gives property owners direct control over their contributions, ensuring transparency and accountability.

The BMA Board has appointed a professional management team to draft and execute a management plan to ensure the BMA delivers on its obligation to Members to protect and advance interests of members by ensuring The Brickworks is a sought-after precinct and business address.

Precinct Management

The BMA Precinct Manager, with operational oversight provided by Nwabisa Mkhize, is at the precinct’s operational coalface, performance managing the BMA service providers to ensure the precinct remains a thriving and sought after precinct.

The team, who drive Operations, are assisted by a specialist professional management team, which includes Corporate Governance, Finance, Development Control, Communications and Stakeholder Engagement. This transversal supportive structure provides for capacitated, versatile and cost-effective management, enabling the Operations Team to focus on driving ‘on-ground’ service delivery.

Precinct Management scope includes:

  • BMA financial management and corporate governance.
  • Development control ensures that:
    • The overall precinct developmental vision is realised and that top structure development conforms to the
    • Development Code and its aesthetic vision.
    • The Top structure developers, their professionals and contractors, comply with the Association Rules.
    • Precinct and public infrastructure are maintained at a high standard.
  • Operational Management – the full service will be phased in over the development period
    • A single point of contact for public realm security, fault reports and queries.
      • Dedicated Precinct Manager
      • 24-hour hotline on 0797508348
    • 24-hour public open space security in and around the precinct.
      • Armed vehicle patrol officers
      • Dedicated control room
      • Sophisticated real-time monitored CCTV network which includes number plate recognition cameras at all ingress and egress points.
    • Cleaning, greening and maintenance (what we call the CGM team for short).
    • Fault reporting to the municipality e.g. streetlights, potholes, sewer spillage etc. and follow up until repaired.
    • Online fault reporting portal via our website which allows users to log public realm faults, incidents, and queries, which are automatically captured on our case management software for tasking, resolution and report back.
  • Strategic engagement with the municipality and law enforcement authorities to find pragmatic solutions for bulk infrastructure maintenance, business forum demands, taxi intimidation of private transportation etc.
  • Precinct related communications such as ad hoc newsflashes, social media posts, monthly insights and stakeholder engagement.

Note, the above scope of services will be phased in as the precinct grows.
